BDR mutiny for 'Dal Bhat'

No militant, political, foreign links found in national probe; 309-page report submitted

The national probe committee did not find any militant, political or foreign links to the BDR carnage at Pilkhana headquarters.

"BDR jawans committed the murders on their own initiative. Our investigation did not find any involvement of outsiders--political leaders, militants or foreign forces," a member of the probe body told The Daily Star yesterday evening, requesting not to be named.

According to the probe report submitted to Home Minister Sahara Khatun yesterday, there had already been long pent-up grievances among the BDR rank and file. Their anger over 'Dal Bhat Programme' made things worse, and it all boiled over into an orgy of killing, looting and burning on February 25-26.

The report also says the mutiny was continuation of the revolts that took place in 1973 and 1991 over leadership in the border forces, added the member of the probe body.

Some sources close to the committee said several jawans had claimed the mutiny was part of their “movement against discriminations by the army officers” deputed to BDR. They would call it “a mission to oust the foreign birds from BDR”.

The disgruntled BDR jawans had planned to hold the army officials hostage to press home their demands.

Killings were not part of their plans. Still, they took place as some of the jawans went beyond the control of the leaders, the sources continued.

Earlier at around 4:00pm, the 12-member government inquiry committee headed by former secretary Anisuzzaman Khan turned in the 309-page report at the home minister's office in the secretariat.

"We have prepared the report on the basis of facts and realities. There is nothing speculative," Anisuzzaman told reporters afterwards.

Replying to queries what was the main reason behind the bloodbath, he just said, “Mutiny.”

Declining to elaborate, he said they were assigned to probe the incident and now it is the government's duty to comment on the findings.

Sahara Khatun said the government would soon publish the report.

"We are committed to making the findings public," she said seeking the media's help to ensure punishment to the culprits.

She said those responsible for the vicious killings would face stern action.

Pressed further to talk about the report, she said, “We have yet to read the report. We will however let you know the findings soon."

Sahara said she hopes the report would come in handy for the agency tasked with investigating the case in connection with the carnage that left 74 people including 57 army officers dead.

She said the government would do everything necessary to ensure the culprits stand trial.

State Minister for Home Tanjim Ahmad Sohel Taj, Home Secretary Abdus Sobhan Sikder, and some members of the probe committee were present when the ex-secretary turned in the report.

The committee was first formed on February 26 to be headed by the home minister. But in response to criticism over the minister's inclusion, it was reconstituted on March 2 with the retired civil servant at the helm.

Its 11 other members include former and serving bureaucrats and high-ranking officers from the armed forces.

The committee began its work the day after its reconstitution. It had four extensions before its time limit for submitting the report expired on May 11.

Originally, the deadline was to end on March 9. It was first extended by seven workdays.

Then on March 23, the committee got another four days. And finally on March 30, it was granted 30 more workdays in the interests of a proper investigation.

In its report, it recommends that the mutineers be tried under the military act for speedy trial. It also suggested that BDR jawans should not be engaged in programmes like 'Operation Dal Bhat.

It suggests further inquiry into the claims of foreign links.

Besides making the recommendations, the committee outlined probable reasons for the mutiny and steps to prevent repeat in future.

Earlier, Commerce Minister Faruk Khan had said the banned Islamist outfit Jama'atul Mujahideen Bangladesh (JMB) had a hand in the Pilkhana massacre.

DAD TOWHID REMANDED

Meanwhile, a Dhaka court yesterday placed Deputy Assistant Director (DAD) of Bangladesh Rifles (BDR) Syed Towhidul Alam on a seven-day fresh remand in an arms case filed with Sabujbagh Police Station in April.

The case was filed after a revolver and some ammunition were recovered from BDR jawan Raju who told the law enforcers that DAD Towhid had given him the arms and ammo.

Earlier, Towhid was remanded for 15 days at different times in the mutiny case. As per the law, an accused cannot be taken on remand for over 15 days in a single case.

In another development, three BDR jawans yesterday made statements confessing their role in the carnage.

A correspondent from Jessore adds: The Chief Judicial Magistrate's Court here yesterday sent 43 BDR men to jail.

The border guards were arrested on May 15 at Jhumjhumpur BDR camp and 22 rifles battalion headquarters on sedition charges.

At first u need a cell phone.

2.It has to have gprs and it must be modem enabled

3.You need a means of connection from your cell phone to your computer or laptop (inferred,blue tooth or usb cable)

4.You need a dial up connection

5.You need to know and change your proxey settings

Step 1:Take your gprs enabled cell phone and connect it to your computer or laptop using either buletooth, infra red or a usb cable.

Step 2:Create a dial up connection.Go into yor control panel,then into internet options.Then go to connections and add.Create a dial up connection and when it asks for a phone number type in *99#

Step 3:On your new dialup connection add the same proxy address you have on your gprs in your cell phone.

Step 4:Now on your cpanel there should be something called modem options (If your 's doesn't have you'll have to search your computer for an option that allows you to change the acess point name or also known as the APN) here you must change the APN to whatever your APN is on yor gprs in your phone.

Step 5:Go to start menu and connect,then connect to your dial up (make sure your cell phone is connected to your computer or laptop)

Step 6:Start your browser (internet exploxer,opera etc) and start surfing the net.

Note that every cell phone has it's own speed for example 3g phones can reach up to speed's of 48 kb/s.

I've tried to make this tutorial as simple and as easy to follow as possible.

আবারো রাজনীতির নোংরা খেলা শুরু হয়েছে। পিলখানায় সেনাকর্মকর্তাদের ওপর নারকীয় হত্যাযজ্ঞের পর দেশের স্বাধীনতা-সার্বভৌমত্ব ও নিরাপত্তা যখন হুমকির মুখে, যখন প্রয়োজন ইস্পাতদৃঢ় জাতীয় ঐক্য, তখনো চলছে রাজনীতির নোংরা খেলা। এখনো বিভক্তির ভেদরেখা টেনে ষড়যন্ত্রকারীদের নীলনকশা বাস্তবায়নের পথই সুগম করা হয়েছে। রাষ্ট্রের যখন অস্তিত্বের সঙ্কট, রাষ্ট্রের নিরাপত্তা যখন ভঙ্গুর তখন রাষ্ট্র পরিচালনার দায়িত্বে রাজনীতিকদের দরকার রাষ্ট্রনায়কোচিত প্রজ্ঞা, তখনো নিুমানের অভিযোগমালা উচ্চারিত হচ্ছে। একে হয়তো জনগণের দুর্ভাগ্য বলেই মেনে নিতে হবে। এ-ও এ দেশের মানুষের দুর্ভোগ্যের নিয়তি।

এটা শুরু হয়েছিল ২৫ ফেব্রুয়ারি বিদ্রোহী বিডিআর’র সেনাকর্মকর্তাদের হত্যাযজ্ঞের মধ্য দিয়ে। হত্যাযজ্ঞ যে শুরু হতে যাচ্ছে সেটা অনুমান করতে পেরেছিলেন অনেকেই। এরকম একটি ভয়াবহ বিপদের কথা আগাম আঁচ পেয়েও তারা কেউ কার্যকর ত্বরিত কোনো পদক্ষেপই গ্রহণ করেননি। ফলে এর সমালোচনা তো হবেই।

বিডিআর বিদ্রোহ দমন করতে সরকার কেন দ্রুত সামরিক ব্যবস্থা গ্রহণ করল না, তা নিয়ে এখন সব মহলে প্রশ্ন উঠছে। সামরিক এই বিদ্রোহ দমনে ত্বরিত সামরিক ব্যবস্থা নেয়া হলে বহু সেনাকর্মকর্তাকে প্রাণে রক্ষা করা সম্ভব হতো বলে এখন অনেক সমরবিদ ও যুদ্ধবিশারদ অভিমত ব্যক্ত করেছেন। সে ক্ষেত্রে অনেকেই বিদ্রোহ দমনের বিস্তারিত কৌশলও বর্ণনা করেছেন, যা সাধারণ মানুষের কাছেও গ্রহণযোগ্য বলে মনে হয়েছে।

যে সেনাবাহিনী প্রধান আগে টেলিভিশনের পর্দায় রাজনীতিকদের নানা ধরনের ছবক দিয়ে বেড়াতেন, তিনি এখন অনেকখানি খামস মেরে আছেন। প্রধানমন্ত্রী সুনির্দিষ্টভাবে দ্রুত পদক্ষেপ নেয়ার জন্য তার সঙ্গে কথা বলেছিলেন। সেনাবাহিনী প্রধান সামরিক ব্যবস্থা গ্রহণে দীর্ঘ সময় লাগার কথা বলেছিলেন। এটুকু জানা যায়, শুধু প্রধানমন্ত্রীর ভাষ্য থেকে এ ব্যাপারে ব্যাখ্যা পাওয়া গেলেও সেনাপ্রধান থেকে কোনো ব্যাখ্যা পাওয়া যায়নি।

সরকার কেন দ্রুত ব্যবস্থা নিল না তার ব্যাখ্যা হিসেবে বলা হয়েছিল, সে ধরনের ব্যবস্থা নিলে আরো অনেক বেশি প্রাণহানি ঘটত। রক্তপাত এড়ানোর জন্যই সে ব্যবস্থা নেয়া সম্ভব হয়নি। বরং ট্রেড ইউনিয়ন কায়দায় তাদের সাথে ৩২ ঘণ্টাব্যাপী দফায় দফায় আলোচনা করে তাদের যেমন সংগঠিত হওয়ার সুযোগ করে দেয়া হয়েছে, তেমনি পালিয়ে যাওয়ার পথও করে দেয়া হয়েছে। এই হত্যাকাণ্ডকে সরকার ও বিরোধী দল উভয়েই ষড়যন্ত্র বলে অভিহিত করেছে। এই ষড়যন্ত্রকারী কারা, কী তাদের উদ্দেশ্য? তদন্ত রিপোর্ট থেকে সেটা বেরিয়ে আসবে কি না এবং শেষ পর্যন্ত জনগণ তা জানতে পারবে কি না এ বিষয়ে ঘোরতর সন্দেহের কারণ ঘটেছে। হত্যাকারীদের খুঁজে বের করার জন্য এখন যে বিশাল ডামাডোল তার মধ্যেও ঘাতকদের চারজন প্রভাবশালী মহলের ছত্রছায়ায় বিমানবন্দর দিয়ে পালিয়ে গেছে বলে সংবাদপত্রে খবর বেরিয়েছে। সরকারের তরফ থেকে এরও কোনো ব্যাখ্যা-বিশ্লেষণ দেয়া হয়নি কিংবা সরকার সংশ্লিষ্ট পত্রিকার এই রিপোর্ট চ্যালেঞ্জও করেনি। তবে কি সরকারের মধ্যেই এমন কেউ আছে যারা ঘাতকদের সহযোগিতা করতে চাইছে? সঙ্গত কারণেই এ নিয়ে জনমনে প্রশ্ন উত্থাপিত হতে পারে। সরকারের তরফ থেকে কালক্ষেপণের পক্ষে আরো একটি যুক্তি দেখানোর চেষ্টা করা হচ্ছে, পিলখানায় বিডিআর বিদ্রোহ দমনের সামরিক ব্যবস্থা নেয়া হলে সারাদেশের বিভিন্ন এলাকায় কর্মরত বিডিআর’র মধ্যেও বিদ্রোহের সূত্রপাত ঘটতে থাকত, এতে সারাদেশে গৃহযুদ্ধের পরিস্থিতি সৃষ্টি হতো।

কিন্তু কোনো সমরবিশারদই সরকারের এ যুক্তি সমর্থন করেননি। কারণ তাদের মতে, এই বিদ্রোহের সূচনাকারীদের তেমন কোনো মনোবলই ছিল না। আর ছিল না বলেই আলোচনার শুরুতেই তারা সাধারণ ক্ষমার আবেদন জানাতে শুরু করেছিল। সরকার কালক্ষেপণের কৌশল গ্রহণ করায় তারা সাধারণ জওয়ানদের ভীতি প্রদর্শন করে সশস্ত্র হতে ও বিদ্রোহে অংশ নিতে প্ররোচিত করতে পেরেছিল। কিন্তু বিদ্রোহের শুরুতেই যদি তাদের দমিয়ে দেয়া যেত তাহলে ঘটনা এতটা ভয়াবহ ও নৃশংসের পর্যায়ে যেতে পারত না বলেই সমরবিদরা সুস্পষ্ট অভিমত ব্যক্ত করেছেন।

সরকার বর্তমান দুঃসময়ে জাতীয় ঐক্য প্রতিষ্ঠার বদলে বিরোধী দলকে নানাভাবে অভিযুক্ত করার পুরনো কৌশলই অবলম্বন করে চলেছে। কিন্তু জনগণের কাছে এটা কোনোভাবেই গ্রহণযোগ্য বলে মনে হচ্ছে না। ২০০৬-০৭ সালে আওয়ামী লীগের ডেকে আনা এক অসাংবিধানিক স্বৈরাচারী তত্ত্বাবধায়ক সরকার দেশকে বিরাজনীতিকরণের যে ভয়াবহ খেলায় মেতে উঠেছিল বর্তমান সরকারও সে রকম নিকৃষ্ট কৌশলই অবলম্বন করছেন বলে মনে হয়। দেশকে রাজনীতিশূন্য করার এক রাষ্ট্রঘাতী পথে অগ্রসর হতে গিয়ে তত্ত্বাবধায়ক সরকার দেশের অর্থনীতিকে ধ্বংস করে সাংবিধানিক প্রতিষ্ঠানগুলোকে ধ্বংস করেছে। কূটনীতিকে ভারতমুখী করেছে। প্রভুদের নির্দেশ পালন করতে গিয়ে কৃষি, শিল্পসহ সব খাতের বিনাশ ডেকে এনেছে, লাখ লাখ মানুষকে কর্মহীন করেছে। প্রায় দেড় কোটি মানুষকে নতুন করে দারিদ্র্যসীমার নিচে ঠেলে দিয়েছে। একটাই অপকর্মের অপপ্রয়াস দেশকে নিঃরাজনীতিকরণ।

তত্ত্বাবধায়ক সরকারের সে ইতর প্রয়াস সফল হয়নি। আমরা বিশ্বাস করেছিলাম, রাজনীতিকরা ওই অভিজ্ঞতা থেকে শিক্ষা নেবেন। অন্তত এটুকু শিক্ষা নেবেন, রাজনীতি থাকতে হবে রাজনীতিকদের হাতে। কিন্তু তারা সেই শিক্ষা নিয়েছেন বলে মনে হয় না। পিলখানায় সেনাকর্মকর্তাদের ওপর গণহত্যা চালানোর ফলে শুধু যে সেনাবাহিনী দুর্বল বা ক্ষতিগ্রস্ত হয়েছে, তা নয়। ক্ষতিগ্রস্ত হয়েছে দেশের স্বাধীনতা-সার্বভৌমত্ব ও নিরাপত্তা ব্যবস্থা। এরকম পরিস্থিতিতে দরকার ছিল সব রাজনৈতিক দলের দেশের সর্বস্তরের প্রতিটি মানুষের কাঁধে কাঁধ মিলিয়ে ইস্পাতদৃঢ় ঐক্য গড়ে তোলা। এ ক্ষেত্রে সরকারের ভূমিকাই ছিল মুখ্য। কিন্তু সরকারও যেন তাদের পূর্বসূরি তত্ত্বাবধায়ক সরকারের কায়দায় একচোখা দৃষ্টিভঙ্গি অনুসরণ করে যাচ্ছে।

২৫ ফেব্রুয়ারি বিডিআর বিদ্রোহ দমনে কৌশল নির্ধারণের ক্ষেত্রে সরকার বিরোধী দলের সাথে কোনোরূপ পরামর্শ করার প্রয়োজনবোধ করেনি। বরং এ প্রশ্ন উত্থাপিত হলে অনেকটা শ্লেষের সুরে প্রমানমন্ত্রী বলেছেন, এটা তার ছেলে বা মেয়ের বিয়ে নয় যে কাউকে দাওয়াত করে নিয়ে আসতে হবে। সেনাবাহিনীর প্রতি দরদ থাকলে বিরোধী দল নিজে নিজে এগিয়ে আসত। পরিস্থিতি মোকাবেলায় সম্মিলিতভাবে সিদ্ধান্ত নেয়া সম্ভব হলে সরকারকে একা কোনো কিছুর দায়ভার বহন করতে হতো না। সরকারকে কেউ এককভাবে দোষারোপ করার সুযোগও পেত না।

কিন্তু সে পথে যায়নি সরকার। বরং তিনি বিরোধী দলের প্রতি ইঙ্গিত করে বলেছেন, বিডিআর বিদ্রোহের নামে সেনা হত্যাকাণ্ডের মাধ্যমে এ দেশে গৃহযুদ্ধ বাধানোর ষড়যন্ত্র হয়েছিল। কিন্তু আমরা নানামুখী তৎপরতার মাধ্যমে জিম্মি ও তাদের পরিবারকে রক্ষার পাশাপাশি দেশকে গৃহযুদ্ধের হাত থেকে বাঁচাতে পেরেছি। আর যারা এ ঘটনার ষড়যন্ত্রে লিপ্ত থেকে হাজার হাজার মানুষের লাশ চেয়েছিল, গৃহযুদ্ধ বাধাতে চেয়েছিল তাদের ষড়যন্ত্র সফল না হওয়ায় এখন নানাভাবে উসকানি দিচ্ছে। তিনি বলেন, জানি পরাজয়ের জ্বালা অনেক, কিন্তু সেই যন্ত্রণার আগুনে দেশের মানুষকে জ্বালিয়ে-পুড়িয়ে মারার ষড়যন্ত্র কেনো? এটাই আমার প্রশ্ন।

বাংলাদেশ গোত্র বিভক্ত দেশ নয়। এখানে গোত্রগত কোনো হানাহানি নেই। একই নৃতাত্ত্বিক গোষ্ঠীর অন্তর্ভুক্ত মোট জনসংখ্যার ৯০ শতাংশ মানুষ ইসলাম ধর্মাবলম্বী। এ জনপথের গোড়পত্তন থেকে এ পর্যন্ত বাংলাদেশে তাই কোনোদিন গৃহযুদ্ধের কোনো পরিবেশ ছিল না, এখনো নেই। প্রধানমন্ত্রী হয়তো বোঝাতে চেয়েছেন, পিলখানায় বিপথগামী বিদ্রোহীদের দমনে সেনা অভিযান চালালে সারাদেশেই বিডিআর ক্যাম্পগুলোতে বিদ্রোহের সূচনা ঘটত এবং তা থেকে গৃহযুদ্ধের সূত্রপাত ঘটত। এ আশঙ্কাও সম্পূর্ণ অমূলক। পিলখানায় নৃশংস হত্যাযজ্ঞের পর সারাদেশে বিডিআর বিদ্রোহ ঘটলে জনগণের কোনো অংশই বিডিআর জওয়ানদের আশ্রয়-প্রশ্রয় দিতো বলে মনে হয় না। আর জনগণের সক্রিয় সমর্থন না পেলে গৃহযুদ্ধ পরিচালনা করা সম্ভব হতো না। তা ছাড়া বাংলাদেশের ভূখণ্ডই এমন যে এখানে বনেবাদাড়ে লুকিয়ে থেকে জনগণের সমর্থন ছাড়া গেরিলাযুদ্ধ পরিচালনাও অসম্ভব ব্যাপার। সুতরাং প্রধানমন্ত্রী যে গৃহযুদ্ধের কথা বলছেন সেটা বাংলাদেশে কখনোই সম্ভব নয়। আর সেই কল্পিত গৃহযুদ্ধের দায়ভার তিনি চাপানোর চেষ্টা করছেন বিরোধী দলের ওপর।

বাংলাদেশে যদি সত্যি সত্যি কোনোদিন এ ধরনের সঙ্ঘাতময় পরিস্থিতির সৃষ্টি হয় তাহলে সেই পরিস্থিতি থেকে কি সরকার, কি বিরোধী দল কেউই কোনোরূপ ফায়দা আসিল করতে পারবে না। বাংলাদেশের এ-প্রান্ত থেকে ও-প্রান্ত পর্যন্ত মানুষ স্বজন পরিবেষ্টিত। যিনি টেকনাফ থাকেন তার আত্মীয়তা আছে তেঁতুলিয়া পর্যন্ত। যিনি কুমিল্লা থাকেন তার আত্মীয়স্বজনের অনেকে যশোরের বাসিন্দা এভাবেই ছড়িয়ে ছটিয়ে আমাদের বসবাস।

তাই বাংলাদেশে যদি ‘গৃহযুদ্ধ’ সত্যি সত্যি কোনোদিন বাধানো যায়, তবে তার ফায়দা লুটবে অন্য কোনো দেশ। যারা পদানত করতে চায় বাংলাদেশকে। হীনবল করতে চায় আমাদের সার্বভৌমত্বের প্রতীক সেনাবাহিনীকে। যারা বাংলাদেশের নিরাপত্তা ব্যবস্থাকে ভঙ্গুর করতে তুলতে চায়। প্রধানমন্ত্রী যদি তাদের বিরুদ্ধে অবস্থান নিয়ে বিরোধী দলকে পাশে রাখতেন তাহলে দেশের এই ঘোর বিপদের দিনে তিনি রাষ্ট্রনায়কোচিত ব্যক্তিত্বের পরিচয় দিতে পারতেন। তার এই বিভেদের ভেদরেখা সে সুযোগ নস্যাৎ করে দিয়েছে।

A NOTHINGLESS SPEECH

It has certainly been a while since I posted anything. I am nearing the end of finals, and prior to this have been busy writing, editing, and rewriting everything from poems to long non-fiction essays to articles for some teaching magazine. I have one class left for the quarter so I'm beginning to feel a little less pressure. Tonight I have been glueing, folding, and sewing chapbooks which has been fun. I find it nice to make something visually artistic to go along with the words I write.

Tomorrow I head off to a conference on Washington's Hood Canal. It is at quite an amazing hotel on the water. Sometimes I feel spoiled traveling to all these hotels to speak, I hope that it is making some sort of difference worthy of all this luxury. I am looking forward to speaking at this one because I was lucky enough to accompany my mom last year as a guest, and I know a lot of the people putting it on, so it will be amazing to present to them! The picture was taken out of my hotel room last year.

It is really weird when I think about what I am actually doing. I mean, ever since I can remember I have gone to conferences with my mom. I remember coloring in the back of the room, playing "my little ponies" in the lobby, swimming with my dad in the pool. I always tagged along, meeting all kinds of amazing and important people. And now I present to them. It's really funny how sometimes life seems to put you in the last place you expected but the one you feel the most comfortable in. I can't even remember how many people have said, "the last time I say you you were this high..." Its an interesting position to be in, on one level I of course feel natural and comfortable because I have seen my mom do it so many times, and because I know so many of the people, or kind of people, listening. On the other hand I can't help but feeling like a child. Like the child that is still tagging along, just three feet taller.

It's really funny how life puts us in these positions. I never thought I would want to speak at conferences. I never thought I would want to do anything other than play music. Even when I was first diagnosed I never wanted to talk about bipolar, let alone become somewhat of a spokesperson for it. But now I am. And I am going all over the country talking about my illness and the need to help other people learn how to take care of themselves and maybe eventually speak to others as I am.

I don't know where I'm going with any of this, I think I'm just rambling because I'm still in finals mode and a little out of my head. Just thought I would drop a line to say hello. And tell you I'm not dead. I will write more from now on, hopefully when my brain is a little clearer. Goodnight.

If you want a semblance of what we do every single day, watch the new TV series, "Trust Me". It is about advertising - how we come up with ideas, how arbitrary our "work hours" are, how emotionally and psychologically demanding our job is. Grrrrrreat. With a roaring R there, folks.
